Yes, but it's limited.
There are TONS of free tools to help you view free TV, but many of them are virus-ridden, or are trying to sell you something.
The best/safest out there is probably:

Also interesting is the TVU network (and its viewer):
There's also HULU, Veoh, Joost, Fancast and sites like that. They, too, are reputable and okay. Some of them are even the ex-officio places for the networks to put their past episodes. I got all caught-up on Rescue Me over the weekend on Fancast. And I can't stay away from old Dick Van Dyke Show reruns on both Fancast and Hulu.
Look, also, at Miro.
An interesting (and visually stunning) video finder/viewer is made by Ashampoo which I have on my machine just for the eye candy of it (but it's very functional, too... and it's free):

Avoid pretty much everything else.

if you have a tv tuner for it yea. or you can go to tv-free sites like hulu to watch shows.

Also several tv broadcasters (abc, nbc, cartoonnetwork, etc) often have full length episodes on their website.
