Not in any state in the US. Nor would it even be a misdemeanor. Unless the note was threatening in nature. It would then be a violation or misdemeanor at the very most.

No. As long as its not a threat. Besides, if you are going to express your love, you might as well say it in person. That way the other person gets the full emotion.
