Why would you want to install Beryl itself? From what I understand, Beryl and Compiz combined, forming "Compiz Fusion" which is pre-installed in Ubuntu 9.04 by default.
What I suggest you do is:
sudo apt-get install simple-ccsm
sudo apt-get install compizconfig-settings-manager
simple-ccsm = simple manager
compizconfig-settings-manager = advanced manager
From what I hear, both need to be installed for Compiz Fusion to in essence "activate."
Then, hit up System - Preferences - CompizConfig Settings Manager
From there you have your "control panel" of 3d eye candy. There's also the simple manager, at System - Preferences - Simple CompizConfig Settings Manager, but as it says - it's a simple manager with limited advanced options. That's why I tinker with the advanced one.
