As many have said the 223 isn't legal for larger game hunting in many states,and even if your state allows it, the 223 is a poor choice. The small bullet and energy imparted with a 223 doesn't produce a good hydrostatic cavity at ranges near 100 yards,and the mass normally means poor penetration. FMJ and V Max are poor bullet designs for use on a deer,even if you choose to use a 223. The FMJ will fail to expand properly,and the V Max is a varmint bullet designed to expand and fragment--exactly opposite of what is needed.
The idea of neck or head shots is not a recommended idea. The lethal areas are small to hit and not always apparent,and the chance of failure is at least equal to success--which means you are just as likely to wound than kill. Hunting ethically means you respect the animal and use the proper caliber and type of bullet for the game at hand;223 isn't that cartridge for deer. You can kill a deer with a 22LR,but almost every state outlaws that. And it isn't all "shot placement",you need to put enough mass and energy on target in the right spot for an humane harvest.
Please read the Craig Boddington article and Montana hunting information. Especially pay attention to bullet choice and the ballistic tables. My 12 year old son can shoot 243 95 grains all afternoon, and did a box of 30-06 reduced recoil in 1/2 hour. To me that means the average hunter who weighs more than 100 pounds and is taller than 5 foot should be able to use a rifle in a proper deer caliber.
I've hunted since 1973,and have had shots from 30 feet to 400 yards;I have friends who have been hunting even longer,even in Africa,and a couple who are F&G people---not one would even think of using a 223 on deer unless it was an extreme condition. 223 is a varmint round.
I hunt deer and elk,and reload for 223,243,30-06 and 300 WSM. I keep up with bullet designs and loading information,and to me even the 243 with a 90 grain bullet is still a threshold round--you have to use good shot placement and judgment when you take the shot. 270 is probably best choice for a cartridge for your needs.
