An electric car is a motor vehicle. As such it would be subject to the laws of your area that govern all motor vehicles.

There may be some exceptions in the law for vehicles with less than 4 wheels, or that go under a certain speed. Toys that are intended to be unmanned or for toddlers may also be exceptions. In some places there are exceptions also for vehicles that have no or only very limited access to public roadways.

You might check with local enforcement or insurance agencies for more details.

Same as any other car. Here in Canada it's 16.

The exception will be in places where it's legal to drive golf carts on the street (some neighborhoods allow this). I image you don't need any license in this case.
