Why cant i get this last achievement in lego batman?

Heads I win, tails you lose.

Defeat 10 goons and 10 police officers with Two-Face in a level. I've done it many times, I've counted. I sat there with two face and killed the second player ten times ad a goon, then i advanced into the level and killed ten police men. Is it glitched? im 45 / 46 right now for this game and I would really like to finish it.
