Pop-up, stationary pop-up on right side of screen; how can I get rid of it?

I have a window vista. This pop-up allows you to pick a stationary theme and colors, about 12. I want to delete it forever. How do I do that? It takes up space on my workable area that I need. It's always there. I see no way to get rid of it. Can you help. Thanks so much.
