car clunkers need help?

ok how does this program work i have a 94 honda civic am i going to get 3500 out of it just like that or do i have to trade it in for a a brand new car or can i trade it in for a used car that is around 10000?

your car has to be on the clunkers list and has to get under 18 mpg to qualify, you have to trade your old car in for a new one and you will get the 3,500-4,500 rebate for the new vehicle.
