Do I have to give a notice if my lease is up on my appartment?
So my lease has been up for the last 4 months, and I found another appartment in another town that I want and I got approved for it already. I'm short of the down payment a little, and I can move in right away. Tomorrow I have to sign papers on it. I just would like to know, do I have to give my current landlord notice and will I get my down payment back when I move out? I need the cash very badly.

It depends on the terms of your lease. Did your lease re-renew for a 12 month term if you did not explicitly advise the landlord that you were not renewing? Go back to the documents to make sure that you really have a month to month rental if you don't accept the lease renewal. If you were subject to an automatic renewal, then you could be tied in for 8 more months & not realize it.
Do not sign papers any where else until you full read the lease terms you already have.
If it is a month to month rental you normally need to give 30 day notice to move out under good terms.
You will get back your security deposit if you meet the terms of the lease for return. There may be cleaning fees automatically deducted from your deposit.

You need to give a minimum of 30 days written notice. Some leases require 60 days notice. Read your lease!
Also, is your rent due on the first of the month? Then it is too late to give notice to move out Aug 31. You have to give notice in Aug, by 8/31, to move out September 30th.
Without proper written notice, you do not get your security deposit refunded. Also, the landlord has 30 days to either refund the deposit or deliver a written statement of charges for damages, cleaning, etc. There is no way you get this deposit back in time to put it down on the new place.
You need to save up for a while before you think about moving.

You will need to give 30 days notice to move out of your current apartment. You are on what's known as a month-to-month lease.

You just missed doing that by 4 days now.
Now the landlord can keep your security and charge you Septembers rent if he chooses.
