Best depends on your tastes, really.
I like John Steinbeck, Philip Roth, and Richard Brautigan, but all for different reasons. Each one of them has a different style.
For the worst writer, I think that's a tie between about 90% of amateur writers on the internet, who write because they want to be artists, not because they have a sincere interest in writing.

I would have to say that J. K. Rowling is one of the best. She has captured a lot of readers, adults and children alike, into her amazing Harry Potter world.
As for the worst, I can't really think of one. If an author sucked, they probably would never have been published.

Worst: Carole Marsh. Her children books are predictable, poorly written, and send bad messages to kids. Her books tell kids that when ever a crime is commited, dont tell the police and search for the criminals yourself. Plus it also tells kids that you can wander around heavily populated places like China and Argentina and come back without a scratch. Oh and that people won't hurt you because you are kids. What wonderful messages.
Best: Stephanie meyer. I just love Twilight

There are many wonderful authors. I wouldn't say that any one of them is better than all the others. Now the worst author I would have to say is Tara Gilesbie, who wrote My immortal. You can find it here- http://www.fanfiction.net/topic/51917/10404916/1/

I dunno who the worst is but J.K. Rowling is the ultimate author of all time. She's the most creative one too. The Harry Potter Series is known extremely well and she's made millions of dollars just by her books. J.K.Rowling's the best!
