Yes, it does. And there is a good reason for that.

Asking a question costs 5 points to to encourage participating and answering more than asking question. If people don't lose points asking, then there will be lots of spamming and flooding with silly and obscene stuff (a lot more than there is now) and no one would come to answer.

If you Choose a BA or the Community picks a BA you get three points then you answer a question 2 points. There ya go you got your 5 points back.

If you choose a best answer, you get back 3 points. Therefore you only lose 2 points.

Y!A implemented this to create a balance of more answers, less questions.
