adsense ads difference in pay...?

Question

can someone explain to me why 1 ad is giving me so much more (can't go into detail, against google policy) than another ad which has the same amount of impressions and same amount of clicks.

I know the deal about low paying and high paying ads, but the difference is like 20x, next to this I have noticed that the majorityof the ads are from the ad as the one making a lot.

like to know, so I can make more adjustments, so the other one pays more as well.
