yes the most certianly can. mine did but that was after i hadnt eaten for 3 months

And what exactly would the reason be for not eating anymore?? Whether or not he can admit you depends on a whole slew of circumstances including your age....

I'm assuming you're a minor, so not without your parent's permission. He/she can only recommend you to a MD or Psychiatrist. Even they will need a parent's consent.
