I don't think her hair is teased,
I think it just has lots of volume.
To get that volume just blowdry your hair upside down,
Or if your hair is already dry, flip your head upside down, hairspray it a lot, and flip your head right side up and style it from there.

Well now they have an easy plastic tool called

But back in the day you part the hair in sections hold hair with one hand and the other hand a comb and comb it up and down until the hair knots. Do not do this to the top/front of your hair this is the cover up layer. It is hard to brush your hair the next day so good luck. Of course use hair spray on the knots and on the top.

1) brush all your hair to the back so there's no part.
2) pick up the top layer of hair, and clip it out of the way for a moment
3) pick up the next layer of hair, and back-comb (comb the hair, moving from the middle to the root. gives it a ratty look)
4) put the top layer back, so that it covers the rattiness. smooth it over
or you can use one of those Bump-it things :)

First blow-dry your hair with mousse so its nice and light, next tease with a rat-tail comb, than use a paddle brush to smooth it out.

So basically you wanna be scene?
Section your hair from the top half and the bottom.
Tease the top
Spritz with hairspray.
Voila!
