Is it possible to find out who a car is registered to using the VIN?

I bought a 1974 VW Super Beetle but they didn't have the title. I need to get the car registered in my name and I also need to obtain a title for the car. What is the best way to go about this. My goal is to obtain a clean title for the car it at all possible.

    if someone gives you any run around whatsoever concerning titles when buying..... check VIN & plates with the police.... they can communicate with DMV and let you know its safe... besides, you might just solve a crime and feel nice

    You have made a serious mistake. NEVER buy a vehicle without a clear title in hand. Without proof of ownership you may have purchased a stolen car or one that has a bank lien or loan against it.
