Can Windows be installed from a USB CD drive?

I need to do it because I'm trying to squeeze a leftover not defective GeForce 7950 GT OC into a 2nd hand eMachine with 300 watts I bought from a junk dealer; to do that, I'm going to squeeze out the card bay and use laptop drive, 300 is just few numbers above 290 not to mention all the old and OC parts... show more I need to do it because I'm trying to squeeze a leftover not defective GeForce 7950 GT OC into a 2nd hand eMachine with 300 watts I bought from a junk dealer; to do that, I'm going to squeeze out the card bay and use laptop drive, 300 is just few numbers above 290 not to mention all the old and OC parts pretty much invalidates PSU Calculators. I'm hoping to avoid getting 400 watt PSU replacements. Can a USB bus CD/DVD drive be replacing an internal drive that runs from IDE/SATA? IEEE 1394 is out, I have no such part.
