Yes it's because the foil wrappers contain at least some electrical charge just as your fillings do.
Chew up a piece of aluminum foil (a small one and DON'T swallow)
If you have fillings you won't want to do it again.

Yes, many metals can do this, by making a galvanic couple [basically a battery] and producing a voltage that tingles the nerve.
