What is this woman working on in terms of trying to manufacture trouble for others by making police reports?

But this one woman who is a former officer has this strange idea that all she has to do is... show more We have a neighbor who is bound as we are to a Homeowner's Association which carries certain obligations to meet, elect officers, maintain the property, and contribute to the Treasury for conodominium maintenance needs. But this one woman who is a former officer has this strange idea that all she has to do is call the police and lodge a complaint against someone for no reason, and this will give her an upper hand. She is engaging in a form of malicious prosecution and over time, it can have an impact on how the police perceive people if they are getting all kinds of complaints for no crimes so without a crime, they don't have to investigate but end up hearing just one side of the story and we don't even know a complaint was lodged. She prides herself on building a file with the police with complaints as if this is all she needs to MAKE trouble for others. Literally, she will file a complaint if you so much as pass her on the street and say hello. Her technique is to issue a letter mandating that you are not to contact her for any reason whatsoever -- but the problem is, she was an officer in the organization for 3 years (the Treasurer) so we had to contact her for financial matters. And now when she litters the area or violates the condominium rules with her dogs she won't keep on a leash, we have to make contact, but she tries to make such contact sound like a violation of some magic restraining order she has obtained, merely by filing complaint after complaint with the police.

This is a truly disturbed and hateful old woman and my sense is she is trying to draw others into a charge of harassment. But until she gets a restraining order to prevent all communicaitons, the legal advice we have is that we can send her business communications and there is no crime in that.

But what other trap might she be working on in continuing to make bogus police reports for the awesome crime of including her on an email distribution list to all condominium homeowners regarding trash left on the sidewalk? In this situation, she wasn't even the violator but went ballistic for sending her an email.

Harassment is when you call repeatedly over and over or make threats or insults or call late at night or early in the morning. Harrassment is NOT however, sending a fellow homeowner a business email since they have a vote as a Co-Owner in condominium business. I know this woman is nuts, but can you think of something else she might be working on to try to cause trouble for others besides a phony charge of harassment?
