What removes excess wall paper paste?

Looks like they actually primed the walls in the basement before they put up the wall paper (wish the previous owners would've taken the time to do that in the rest of the house!). What's the best cleaner to use or the easiest way to remove the excess paste so I can paint? Thanks for all your advice and suggestions!

    use a wet sponge and soak the wallpaper left overs...and after a while..it will peel off it self. most of it...u can also use a scrapper ..if there is alot of paste....and the rest little bit that is left...u can let it dry and sand it off..

    I didn't find a good way to get it off so I sanded it off / down. Then sponge painted to add texture. For that reason alone I will never wallpaper a wall.
