Your question seems to stem around someone opening your mail. Only the postal inspectors can open mail and only if they think it contains contraband. Also the dead letter office branch will open undeliverable mail to see if it contains a deliverable or return address to forward the mail to before they are allowed to despose of it. The USPS makes every effort to deliver our mail in a timely fashion, that's what the postage you pay to provide that service for you.
