Why was a big holocaust museum built in Washington DC?

I worked on it in 92, installing all the flooring including the stage, had daily bomb threats, so bad that the Bureau of Engraving(paper money is made) next door across the alley walled up their side with heavy steel just in case, we had heard they had bombed the one in Europe.
