Here in the states lot of companies have inexpensive fly rod "combos" that include a rod, reel, fly line, leader, and perhaps a few other goodies for around $50US, which if my math is correct, is at the upper end of your price range. I don't know what brands or stores you have in Scotland, but again, in the states you find such combos at the ordinary sporting goods stores, the kind that has stuff for every sport you can think of, plus camping gear, exercise equipment, trampolines, etc. I wouldn't generally recommend an outfit like this because there's usually something or many things sub-par about them, but if it comes down to having a fly rod or not, might as well have one, right?
By the same token, if you're looking for the fly rod only, Eagle Claw makes a couple rods that are VERY inexpensive. You can often find them for less than $20US. I have seen them at department stores like Wal*Mart. There is a 7-foot and a 6.5-foot version that I know of -- both 2-piece. These rods are so far away from the mainstream of fly fishing gear that they are not even rated in terms of weight, but the ones I've seen are probably a 3-4 weight. They have a very slow, waggly action, but for someone who is just starting, they might work. I bought two for my young son who was just getting into fly fishing at the time. They were 20 bucks apiece and I got two in case the first one broke. I still have them lying around somewhere as "loaner" gear -- they do okay considering the price.
