Cyclic population growth occurs when there is a low amount of population, food is very high, so the population explodes. When the population eats all the food there is a massive die off leaving only the most fit or most lucky alive. Usually predators have a feast during this time period because the prey will be weak from lack of food, but then when population levels get below a certain level the predators will have a massive die off as well. Once the levels get low enough, nature will have time to recover the over grazing and then allow for another population boom. Yes nature is cruel that way but it works.
