How come police departments dont "black out" their headlights and tail lights?

    Because it is a big safety issue. If they don't have their lights on a car can pull out in front of them then cause a big accident and it would be the departments fault.

    For the same reason the average civilian doesn't. Because then you can't see where you're going.
