Are you in favor of the constituent assembly as a way of amending the Philippine constitution?

President Gloria Macapagal-Arroyo's allies in the House of Representatives have voted to approve Resolution 1109, which calls on "members of Congress" to convene as a "constituent assembly" (or Con-***) to propose amendments to the Constitution. Opposing lawmakers however are saying that this move would allow Pres. Arroyo to stay in power beyond 2010, that now is not the time to amend the Constitution, and that the best way to do it is by constitutional convention, and not con-***.

NO! not at her term. Please Gloria have pity on us. You've had your time and definitely your whole family to the nth generation will never get hungry like us. For the members of Congress who voted YES, your action will echo till eternity. Prepare yourselves now, because life is so short and you will be judged by the most Almighty One.

  • No. While it maybe less expensive than a Constitutional Convention, it also encourages the incumbents to abuse their powers. The sovereign citizens--as a nation of qualified voters and actual tax payers--MUST necessarily be CONSULTED and have a voice in the formulation of the proposed amendments. The reason for this: so the constituents who will have to vote on the amendments in the referendum or plebiscite can be educated and decide wisely. This process transforms the citizen into a more useful and constructive member of the Society. The manner the House passed Resolution no. 1109 is oppressive and dictatorial. There is no need to hurriedly accomplish the amendments this year or before the May 2010 polls. Besides, the amendments must be specified before the body formally convenes. Otherwise, the people's--the governeds'-- rights can easily be violated by those who govern. That is not DEMOCRACY! Gil Santos

NO! NO! NO! I am not in favor of the constituent assembly as a way of amending the Philippine constitution. I am not even in favor of amending the constitution at all at anytime before the term of Gloria Macapagal Arroyo ends on May 2010. If any amendments are needed it should be done AFTER Gloria Macapagal Arroyo's term ends on May 2010 and NOT BEFORE.

This is an outright and blatant abuse of power by the congressmen. Shame on these congressmen for shoving this down our throats. And shame on Gloria Macapagal Arroyo if she's behind this.

They have lost all sense of delicadeza or maybe they never had any. These people have disgraced our nation and they have the gall to call themselves "honorable"?

Resolution 1109 voted and approved by house of representatives is unconstitutional, if they really want to amend the Philippine Constitution it should be done after 2010 Presidential Election. My answer is a big NO NO NO NO NO NO Con-Con or Cha-Cha before 2010.a shameless railroading of an unconstitutional, anti-democratic measure, designed only to extend the Arroyo administration’s hold on power.

We join all Filipinos in condemning this immoral act, this betrayal of the nation’s highest interests in exchange for the proverbial 30 pieces of silver. They destroyed the very foundation of our DEMOCRACY.

    Very Concerned Citizen.

I'm not in favor of the Con-*** as a way of amending the Constitution. It is already obvious that Congress is nothing more than a "lapdog" of the president. Amending the constitution in this manner is to disable the "check-and-balance" in the legislative block. The Senate is one of the government machinery that can successfully "police" the actions of the House of Representatives and is also the closest one can get in actually blocking any anomalous resolutions passed by Congress. It is obvious that the House of Representatives is clearly trying to "override" the safety measure called "The Senate." I hope and pray that Resolution 1109 will be thrown into the Recycle Bin to where it really belong.

There is a constitution that will tell these people to shut up. It is because no amendment to the current constitution, no matters what route they take, con-con or con-***, can be pursued without the Philippine Senate as a major participant. And since I feel, that the current Philippine Senate had not been bought, and is still acting with sense, we the Filipino people, will be protected from the on-going House of Representatives' nonsense.

If the people or citizens or a majority of citizens agree to whatever that is, then yes. That is the beauty of a Democratic Republic,. or Republic of Democracy,

The US constitution has had many many amendments since it was first drafted in 1784. (not certain on that date, but is close)

I can see where it could go terribly wrong, yet again, I can also see where it could be good.

The Philippines have to decide that for themselves, without US invading them for some silly made up reason.

Regardless of what opinions are stated here on the proposal, it is still a proposed amendment. Amendments can be changed at the drop of a hat or when some good common sense prevails that is in the best interest of the many.

NO WAY! This is just another way for the ultra wealthy Arroyo (family) and her crooked allies to stay in power beyond 2010. They want to take away what little voting ability the people now have! If they succeed, Gloria will have the PNP and the Army to back up Martial Law which she will have to insitute to maintain order!

This country was far better off when Marcos was in power, because you only had a few crooks in power back then; now you have an army of crooks!

  • hell NO! The question is equivalent to asking whether the Filipino people at this point still trusts mr and mrs Mike and gloria arroyo and his gang of politicians to put the country's interest over and above their own interest in their do or die effort to amend the constitution before the 2010 national elections. With this gang's track record of violating the people's trust by constant, shameless, and endless lying, stealing, and cheating from the time gloria assumed power, the overwhelming majority of the people simply distrust her and her cohorts that the people cannot wait to get rid of them as shown by the fact that the people voted into the Senate an obscure, under-financed, jailed, cheated by abalos via "dagdag bawas", prevented from campaigning or even talking to the media during the campaign period, and a candidate whose only campaign line was that he would continue to fight to death gloria's lying, stealing, and cheating.

Now this evil syndicate is banking on a favorable decision when the constitutionality of the Senate-less constituent assembly is presented before the "gloria appointed" Supreme Court. Patay kang bata ka! Prime Minister pa rin sila! Congressmen na, Minister pa gawa ng parliamentary form of government na. Diyos ko po patawarin.

NO. These people who voted in favor of con *** (schemingly!) have no business staying on as representatives of the people. It is not right. It is not the right time. There are more important things that this country has to look into -seriously. More people have no jobs, no income. A lot stay in the streets with no food and no homes. They live under the bridges like bats and these congressmen have the luxury to dwell on con-*** - just to stay in power!!! What a shame!!

I saw this blog post earlier you would want to check it out. I definitely agree with what she said. We do need the Constitution revised but that the timing is suspicious. What's the urgency anyway but for Gloria Arroyo to hold on to her power for eternity.

This post is much helpful she even post a link to the full text of the House Bill 1109 and the names of the proponents of this proposal :
