I’ve been recommending “Little Brother” by Cory Doctorow for weeks now, after someone recommended it to me. It’s aimed at teen and young adult readers but I liked it, too. Best of all, it’s free and legal.
A teenager living in San Francisco in the near future uses the tech skills he got from role-playing games to challenge the all-powerful Department of Homeland Security, which has turned his city into a virtual police state. The story has a lot more depth than underdog-against-the-government, though. The kid has girl problems, and his parents love him but totally don’t understand. His dad even approves of the tight control exerted by the government.
http://craphound.com/littlebrother/download/http:/... explains why it’s legal to download and gives both the author’s and publisher’s permission. It’s got links making the book available in plain text, as HTML, as a PDF, for iPods, various electronic reading devices, and so on.
It sounds too good to be true, but obviously Doctorow’s counting on it being both a fine marketing tool which ties in to the novel’s theme, and on snagging future readers who’ll buy other books.

If you are interested in older books, published before 1923, visit:
http://www.gutenberg.org/ (they have over 28,000 free e-books)
Then do a search for "free e-books" and you will find many more links.
Newer books are under copyright protection, so you will have a much harder time finding free e-book versions. http://newfreebooks.com/ is the exception; recent books that the authors have intentionally put online for free.

check your library's web site. they often have many online books you can download.
also, many classics are available for free online since their copyrights have expired. search google.
