What do you give for a gift when someone becomes a U.S. citizen?

Is it appropriate to give a gift ? A card ? Just congratulate them ?

If you know this person really well then do all three. A woman I worked with became a US citizen 2 years ago, she worked very hard studing in order to pass her test. Sometimes I think that it is sad that people who are not citizens but want to be need to learn so much stuff, that most Americans might have been exposed to in school, but never really learned. We pulled our money to get her a card and a nice gift. The gift was a American Flag(good quality not cheap from walmart) and a pole. She loved it, she worked hard to become an American and takes pride in the fact that she is now A Citizen of the United States of America.
