Pacific Gas & Electric and Southern California Edison both offer rebate programs.

For low income families that qualify there are some free programs from both Edison and the Gas Company that do things to the home to make them more energy efficient, like replacing old refrigerators and weatherization of your home. They don't just give you a new one, it is a rebate system and they will usually haul away your old one for free. Any retailer should know what is available in your area. You can also check with your utility company. The company you get your electricity from will determine your rebate.
