Depends. If you are an American you can get a Mexican tourist card (FM-T) when arriving by either land or air. If you are flying into Mexico they give it to you on the airplane. If you cross by land (you're taking a bus or driving) you'll need to stop and ask the Mexican Immigration office for a tourist card. They are good for 180 days.
Americans need a passport to get back into the US. Check out the State department website for details. "Starting June 1, 2009, all travelers must present a Western Hemisphere Travel Initiative (WHTI) compliant document such as a passport or a passport card for entry to the United States. While passport cards and enhanced driver’s licenses are sufficient for entry into the United States, they may not be accepted by the particular country you plan to visit; please be sure to check with your cruise line and countries of destination for any foreign entry requirements. "
BTW the "flu outbreak" thing isn't as bad as people are saying. It's mostly the very poor, uneducated people that are getting very sick in Mexico (they don't have a family doctor, they are uninsured, wait till it's too late to seek help, and have little understanding about infection and disease). While this is a cause for concern, Mexico will overcome this. Mexico has overcome worse (Wars, revolution, dictators).
Viva Mexico!

Passport these days, but there are still some exceptions. Be careful, it's not a good time to be in central Mexico with the Swine flu pandemic.

Yes, and if you plan on working you will need a work visa. Also, you may want to rethink about your vacation because of the swine flu outbreak.

you need a tourist visa, costs $261 MXN is and good for 180 days.
you get it at the airport, takes a couple minutes to fill out: name, address, passport number, etc.

no, but need extreme cautions because of the influenza virus pandemia that had an outburst there, don't greet anyone with your hand or greet by a kiss, and wear a protection mask

Passport. I would look into travel insurance too. Here is a good article on it. http://vacation-in-vegas.com/?s=travel+insurance
