Bush was a puppet for the Neocon group PNAC. Cheney, Rumsfeld, Bush's younger brother, Kristol, Wolfowitz and many others were members of that think tank. They're first order of business after signing their charter was a letter to President Clinton imploring him to topple Saddam Hussein.
Here was their rational*:
Based on past experience in both passive observation and nation-building efforts, most economists agree that a nation needs a certain level of per-capita income in order to organize into some form of democratic self rule effectively. Iraq met the monitary requirement, and their leader was a tyrant and mass murderer. It was never about oil for America.
As for oil, Russia would have been an unreliable source for the US due to instability in their country. Saudi oil is a much better bet. Nearly all our oil comes from the western hemisphere anyway.
