    This is because of Bernouli's principle.

    When the stream of water moves sideways, there is an unbalance movement of water on the two sides of the table tennis ball. As can be seen on the film, water on the side where the tap has moved flows faster than water on the other side.

    According to Bernouli's principle, the lateral pressure exerted by a fast moving fluid is less than that exerted by slow moving fluid. As a result, there is a pressure difference on the two sides of the ball, with the side where less water is flowing at a higher pressure. The ball will then be pushed back to the position directly under the tap.
