The Navy (and military) act in spite of the POTUS, not because of him?

I recently asked a question regarding the safe return of the ship's captain who was being held hostage by those pirates off of Somalia's coast, and this was one answer I received, word for word. "The Navy (and military) act in spite of the POTUS, not because of him."

It seems that Cons absolutely refuse to give Obama any credit whatsoever, even though he is the one who issued the orders to the Navy to take out the pirates if the captain's life was in jeopardy.

Is that how Cons really feel?

Does the military really not have to listen to the President?
