Who's a character that a black girl can cosplay as. Not trying to be racist or anything but is there anyone? If so, who?

No need to think this is a racist question- if you're aiming for an authentic cosplay, then it's innocently put. 

I'm not really quite sure that I fully understand the 'shade' of skin color you're trying to describe, but I can try to make a few suggestions :) If you want to stick solely to anime, then you've got a few options:

Blue from Wolf's Rain
Judia from Ragnarok
Mercedes Herrera in The Count of Monte Cristo
Mihoshi in Tenchi Muyo
Murama or Nadia in The Secret of Blue Water
Niari in Gokudo
Rose in Fullmetal Alchemist
Urd in Ah! My Goddess
Yoruichi in Bleach

Also, you could aim for video game cosplays, as those are very popular as well. Fran from Final Fantasy XII, for instance, might work out for you just as well.

Michiko to Hachin is an anime were the girls and the story is set in Brazil. The character designs are awesome! They look like a human girl could easily play as one of them! and it would be fun...
