First off, do not panic. All girls hit puberty at different times. Your menstrual cycle will start eventually because there's no avoiding it. Once it does start, you will develop more in the hip and chest area.
I didn't start my period until I was 16. It could be partly genetic becase my mom started late as well. For now, you should be happy you don't have to put up with the monthy cycle yet, because it is a huge inconvenience. As for the breast issue, don't be too hard on yourself about it. I wear a 34B once they stopped growing. I've seen people with huge breasts and wonder, "Why do people have breasts that big?" Boobs just turn into extra weight, so I hope you don't want them to grow too big, or are thinking about a boob job because they don't grow enough to your liking.
If you say your friends are insulting you because of your "lack of curves", then they aren't really your friends. I never got insulted about the way I look, but I used to be friends with people who insulted me; now I'm not friends with them anymore.
So: the mentrual cycle is unavoidable; big boobs can be extra weight; make new friends if they can't respect you for who you are.
