The FCC is a subsidiary of the Executive Branch; they report directly to the president. Congress can pass new laws (all the FCC does is enforce them) and the President can give them direct orders.

The president can seek to overturn the legislation through an act of Congress. And Congress can amend the statute. But as I recall the FCC is an independent agency of the US Government.
