circiut for voltage regulator with SCR & OPAMP?

    SCR is not useful as a DC regulator, as it does not turn off, once turned on, and it is not linear.

    For AC use, it can regulate AC voltage, but it causes a lot of distortion. If that is ok, the question is what to regulate to? True RMS voltage or average voltage? Basically you can take a SCR lamp dimmer and replace the pot with an opamp.
