    It depends what bank it is. Every bank is regulated by a different authority. And just because its "Wells Fargo" doesn't exactly make a difference, because Wells Fargo, N.A., is different than Wells Fargo, LLC. You should send letters to EVERYONE. Most of the time, an improperly addressed letter to one agency will be forwarded to the proper one:
