CoverGirl animal testing?

the website says:

We do not test beauty ingredients on animals, except in rare cases when needed to meet regulatory or safety obligations.

What does this mean?

and

I know that Smackers doesnt test on animals but do they also test in "rare" cases when needed for safety?

    Cover girl is owned by Proctor and Gamble (As are Max factor and Oil of Olay). They test their products on animals. It is worded in a way that will seem as if they do not all of the time but I assure you that they do most of the time. There is NO law that requires cosmetic companies to test their products on animals.

    that means that cover girl sometimes needs to test makeup on amimals to make sure that theres no bad reactions on your skin.
