This is a complicated question.. how do you make 'more jobs for felons'? An employer is a private business, and they can hire or not hire anyone they wish for nearly any reason (except for specific criteria they may not discriminate against). If I were an employer, and I had a choice of candidates, and one of these candidates were a felon (depending on what the charge was.. I might not think what they were convicted of should be illegal.. but that's just me), and all other things being equal, I wouldn't hire them. Sorry, but I'm going to hire the person who has not proven themselves to be a scumbag over the one that has.
So; how do you require employers to hire felons? Well, you could pass more legislation and regulate them even more, killing capitalism even more than it already has been, or you could make more jobs in the public sector.
My solution would be to have their first jobs out of prison be in public service.. you could pay them minimum wage for jobs that are now being done by bloated union contractors, and save taxpayers a ton of cash in the process. It would be a win-win situation for everyone.
