considering recent profit losses放在這個句子的尾部是有問題的。看不出這個分詞片語是在修飾前面句子的那一部分。因此造成原句語意不清。如果重寫成Considering their recent profit losses, we believe that the company should hire a public relaiton agency to improve their image.可能比較有意義。因為原句用了should這個字,hire這個行動,就是the company之外的人所做的建議了,因此不是the company在consider了。

Considering (prep.) – meaning: In view of; taking into consideration; taking into account.

A number of expressions originally derived from participles have become prepositions, and these may be used to introduce phrases that are not associated with the immediately adjacent noun phrase without getting into the issue of dangling participle.

Such expressions include concerning, considering, failing, granting, judging by, and speaking of.

    For example:

Speaking of politics, the elections have been postponed.

The company should not hire any more illegal immigrants, considering the amount of bad publicity it has generated recently.

So, for this sentence, adding a comma will make it clearer.

=> The company should hire a public relations firm, which would help their image greatly, considering recent profit losses.
