    Toronto city (proper) has a much larger population - over 1 million more people living in it. But the Philadelphia Metro are has 267,321 more people in it.

    Toronto is a much more important city, however. It is rated as a "Global City" on the same scale as New York City and London or Tokyo. This is due to the fact that it is an economic powerhouse to the country of Canada and the entire world.
