How does the Heat Surge work?

I am watching an ad on the Heat Surge (Amish Fireplace) it says it can warm your house yet it is cool to the touch for kids and pets how is that possible?

    It has a heating element buried deep within the heating unit, and puts out as much heat as a garden-variety portable hair dryer - It's not so powerful that you need to worry about it getting hot to the touch..

    Plus, the "Amish mantle" is made of wood - and not heat-conductive.

    Because truth in advertising laws don't apply to fireplace inserts.
