The picture shown looks more like a gardening tool to me.
As a gardening tool, wheel burrow would be the right word. Even if it is made as a toy, its purpose would be for gardening play and it usually has two wheels.
As a toy, it is usually called "toy wagon" and it is four wheeled as kids will be sitting inside and the adults will pull the handle. The color is usually red.
We have one for our kids. They love the ride.
It is a very popular toy in the US though somewhat pricy. It costs between $20 to $50.
Wheel burrow is the one used for gardening purposes. If made as a toy, its purpose would be for gardening play, not for ride and it usually has two wheels.

不論是前頭只有一個輪子或兩個, 甚至四個 外加上有手把的,
都可以這樣說是 wheel barrow 或 wheelbarrow
