if someone used pictures found using google and put them together is that illegal?

so um if someone took like 3 pictures they found by using google images and put them together using photoshop and changed them just a little and then put it on a website is that legal?

Update:

none of the pictures have people in them just like horses and sunsets and stuff like that

    Perfectly legal, unless the pictures were copyrighted. If not copyrighted, they are considered "in the public domain" for legal purposes. Of course, if the content or nature of the pictures is deliberately or negligently misrepresented in a way that damages the person in the picture, then it would be illegal (under civil law). So, for example, you can't take a picture of guy, paste it on top of a picture of prostitute, then tell people that it is a real picture of the guy with a prostitute.

    There are warez sites that have free copies of it, keeping in mind, it's incredibly illegal and you're downloading a program that is up to $900 in value, the consequences of being caught could be very large. Search for "warez" and "adobe photoshop" in Google and you might be successful.

    This is called theft. What you are stealing is someone else's intellectual property which is copyrighted to the original maker of the images. If they show recognisable faces you could also be sued by that person for using an image of them without their permission.

    Could be, if you put it on the net and it's not copyrighted or given limited access, it's for the whole world to see and use
