Does anyone know what the new building on the corner of Channel Islands Blvd., and Victoria Ave. at the Mandalay Shopping Complex is going to be?

It's a Nuclear-Fall-Out shelter. I heard it was opening in 2009, just in time for The BIG-ONE.
