Why does Cornell have an environmental engineering program in the CALS and the College of Engineering?

I think there might even be the same major offered in a third place.

Why is this though?

Update:

Check the majors, biological and environmental engineering is a major in CALS

    They don't.

They offer Environmental Science through CALS and they offer Environmental Engineering through the Engineering school. These are different majors.

But while we are on the subject, why do they offer an undergraduate degree through CALS and an MBA through the B-School?

But the real answer to your question has to do with funding.
