This is a good question. We could do that but I feel it would be a very temporary solution. There are two primary reasons those jobs have moved. The first reason is the cost of labor in this country. We are very well paid for even the smallest jobs when compared to other nations. In some areas of the country where the unions are very strong we are extremely well paid. The second reason companies move to other nations is our corporate tax rate. Right now we are at about a 35% tax rate on corporations. Other countries have a much lower tax rate. Ireland, for example, has a 15% corporate tax rate. Other countries are even lower. These two things alone account for most of the job movement to other countries. We will always be a well-paid work force but our country could lower the corporate tax rate and entice some of these companies back here with other incentives. Maybe that would be where the bail-out money could go.

It shouldn't cost any money to do that. The USA senate simply has to pass a bill saying no more outsourcing. If an American company continues to outsource, they will be either taxed or fined.
