Wall Street is an actual street in downtown Manhatten (New York City, New York, USA). The New York Stock Exchange (the world's largest [in terms of money] stock exchange) is located on Wall Street along with some other major exchanges. The area around Wall Street house many of the world's largest financial institutions.

Metaphorically Wall Street is a terms used to refer to the overall US Financial Services industry across the country. So when the media talks about Government action regarding Wall Street they are talking about financial services (e.g banks, insurance companies, investment houses etc.) across the country.

If you're referring to the investment industry name, it apples to the financial district which is centered on Wall Street in New York City. If you want to know the genesis, the name comes from an actual wall built along what is now the path of Wall Street. The wall was built by the Dutch in colonial times to keep wild pigs out of the city.

Believe it or not, the actual name came from a stone wall built around the trading area 100 plus years ago, it was built to keep the wild pigs out.... sounds like BS, but is true.
