Most of the mineral waters do, and in fact I haven't found one that doesn't. The safest bottled waters are the ones that come from glaciers. Even if they do have trace amounts of fluoride naturally, it's negligible. You must understand that fluoride is a mineral we need in TRACE amounts, but the fluoride ADDED to toothpaste and water is a toxic form and that is the main problem with it. Nazis put this same fluoride (usually a toxic byproduct of the aluminum industry) in the water in the concentration camps to make the prisoners more docile. Prozac is mainly this type of fluoride. It's one of the primary causes of bone loss.
So the Toms of Maine and other fluoride toothpastes are ideal, and as for bottled water there is "Glacieau" and "Fiji" as far as I know that are fluoride free. Stay away from Nestle's bottled water, they are the worst. Dasani also doesn't seem to have fluoride listed but I could be wrong.

EDIT: Fluoride added to municipal water and toothpaste has been proven TOXIC.
