How do you prove no income?

I've been unemployed for over a year and I am presently seeking some kind of assistance. I keep being asked to prove I have no income. The people on the other side of the desk keep telling me "It's not their job to tell me how to prove no income" I am running up against a brick wall. Can somebody help me with an answer?

    If you are in the US, you can request "verification of non-filing" by going to IRS.GOV and getting form 4506-T.

    The IRS will issue this letter if you have no income or income that is less than the filing requirement. You can also use this form to get a copy of your wage and income information. Which will show no W-2 of course.

    The problem with the above is that it's always a year late. The latest you can request is for 2007.

    After that, show your unemployment checks and your bank statements.
